Poorly written, inaccurate, incomplete and misleading garbage

Even if you get past the illegible formatting and already deprecated or out-of-date material (caveat emptor), this reads like it was written by a failing high-school student who wrote it the night before it was due. Is it possible to block this sort of garbage from being sold, at any price? Rating it after buying is too late. To the author, try and learn a) programming, b) writing, c) Angular before attempting to publish an essay on it.
